
On 29 November 2025, Prime Minister Pham Minh Chinh attended the Viet Nam Logistics Forum 2025 in Da Nang City, where he witnessed the signing of cooperation documents among government agencies and enterprises, alongside the launch of the Da Nang Logistics Association and the Dong Nai Logistics Association.
In his remarks, the Prime Minister reaffirmed Vietnam’s goal of becoming a leading logistics service hub in Southeast Asia, Asia, and globally. He set key targets, including achieving logistics growth 1.5 times higher than the GDP growth rate, reaching an annual expansion of 15-16%, reducing logistics costs to the global average of 11-12% of GDP, and placing Vietnam among the world’s top 30 countries in the Logistics Performance Index (LPI) by 2035.
The Government outlined eight priority tasks to elevate logistics into a pillar economic sector:
(1) Improve the institutional and policy framework;
(2) Develop green, digital, smart, and modern logistics infrastructure;
(3) Build a high-quality workforce and foster large-scale and multinational logistics enterprises;
(4) Establish mechanisms for mobilizing resources and strengthening public-private partnerships;
(5) Promote smart governance and digital-technology innovation;
(6) Develop complementary services such as banking, insurance, financial centers, securities, healthcare, and education;
(7) Enhance linkages and integrate Vietnam’s logistics system with regional and global networks; and
(8) Advance science-technology application, innovation, and digital transformation in logistics.
Vietnam was ranked 10th in the 2025 Agility Emerging Markets Logistics Index and 43rd in the 2023 LPI, 4th in ASEAN after Singapore, Malaysia and Thailand. The sector is valued at approximately 45-50 billion USD, equivalent to about 10% of GDP and 5% of total trade. Despite years of double-digit growth, the sector still underperforms its full potential due to high costs, fragmented infrastructure, weak regional connectivity, underdeveloped multimodal transport, a dispersed base of small enterprises, and the absence of a centralized industry database. In addition, the central region holds strong potential to become a logistics hub, particularly with the advancement of the Da Nang Free Trade Zone (FTZ). To facilitate trade and cross-border e-commerce, Vietnam should establish a regional logistics management board and simplify customs procedures.
