Ho Chi Minh City’s Metro Growth and Transit-Oriented Development

           

            Ho Chi Minh City (HCMC) aims to complete three key metro lines, namely Ben Thanh-Tham Luong, Ben Thanh-Thu Thiem, and Thu Thiem-Long Thanh, before 2030. The Ben Thanh-Tham Luong line (Metro Line 2) is scheduled to begin construction in January 2026, while the Ben Thanh-Thu Thiem line is under study for the 2025-2030 period. The Thu Thiem-Long Thanh line has already finalized its pre-feasibility study, with administrative procedures completed by both HCMC and Dong Nai Province, as the route spans both jurisdictions. In addition to public investment, the city’s Department of Construction emphasizes the need to mobilize greater private-sector capital. This approach has attracted interest from several enterprises, including THACO Group, which has proposed investing in the Ben Thanh-Thu Thiem and Thu Thiem-Long Thanh lines.

            HCMC has developed special mechanisms to enhance autonomy in approving and managing subsequent metro projects. Resolution 188 further enables breakthrough policies such as direct contractor selection, stronger delegation of authority to the municipal government, and more flexible procedures for project appraisal and investment adjustments. These mechanisms are expected to shorten preparation phases and accelerate contractor selection and administrative processing.

            The city is also formulating financing plans based on publicprivate partnerships (PPP), coupled with land-value capture and transit-oriented development (TOD) around metro stations to expand socialized funding sources. This requires integrated spatial planning and transparent regulatory frameworks for the land along metro corridors. HCMC targets mobilizing approximately 7.8 billion USD from TOD-related land assets by 2035 to reinvest in public transport infrastructure, improve mobility, reduce congestion, and support sustainable urban development. The city plans to pilot TOD in 11 locations, covering 1,7001,800 hectares along Metro Line 1, Metro Line 2 and Ring Road No. 3.
