
On 19 November 2025, Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City (HCMC) People’s Committee, signed Submission No. 789/TTr-UBND requesting the Standing Committee of the Party Committee of the People’s Committee to endorse the investment proposal for the Ben Thanh – Can Gio railway line, as submitted by Vinspeed. The city recommends reporting to the Municipal Party Committee to approve the policy allowing the preparation, appraisal, and approval of the project based on the investor’s proposed alignment, which will be incorporated into HCMC’s Master Plan to 2040, with a vision to 2060.
The People’s Committee proposes early policy approval to maintain project progress, noting that the detailed alignment will be assessed during the feasibility study. The original route, through the Ham Nghi – Le Loi intersection, was deemed potentially harmful to cultural heritage sites such as Ben Thanh Market, the headquarters of the Sai Gon Railway Company, and the Fine Arts Museum. Consequently, the investor revised the alignment to avoid these sites, shifting the starting point to September 23rd Park and re-route the route via Le Lai, Nguyen Thai Hoc, Ky Con, Hoang Dieu, Nguyen Tat Thanh, Nguyen Van Linh, and Tan My before extending to Can Gio.
The Ben Thanh – Can Gio metro line will span nearly 53 kilometers, with an estimated investment of 3.3 billion USD. Designed as a double-track line with a maximum operating speed of 350 km/h, Phase 1 will include two principal stations (Ben Thanh and Can Gio), while four additional stations (Tan Thuan, Tan My, Nha Be, and Binh Khanh) will be added in Phase 2. The depot and control center will be in Can Gio. The project is scheduled to commence by late 2025, with construction and equipment installation through Q3 of 2027, test runs in Q4 of 2027, and enter commercial operation in Q3 of 2028.
