On 14 January 2026, Mr. Le Bao Trong, Director of the Economic and Technical Division of Becamex Group, provided updates on railway development plans in Ho Chi Minh City (HCMC), aimed at enhancing connectivity with southern provinces and cities. Becamex has been assigned by the HCMC People’s Committee to prepare feasibility study reports for railway projects, including the Chon Thanh – Bau Bang – An Binh – Cai Mep line.
The Chon Thanh – Bau Bang – An Binh – Cai Mep railway is approximately 154 km in length, with a proposed total investment of around 6.3 billion USD. The project is designed as a strategic railway project connecting industrial parks in HCMC and Dong Nai with the Cai Mep – Thi Vai deep-sea port, helping to address logistics bottlenecks, improve the efficiency of freight transportation, and reduce road traffic congestion. Upon completion, the railway is expected to generate logistics cost savings of over 2 billion USD per year.
According to the HCMC Department of Construction, the railway line is incorporated into the national railway development network, integrating with the HCMC – Loc Ninh and Bien Hoa – Vung Tau railway corridors. The project is expected to be submitted to the National Assembly for consideration in early 2026, with construction targeted to commence in 2027 and Phase 1 operations planned for 2035.
Project implementation is expected to benefit significantly from the new legal framework, particularly Decree No. 123/2025/ND-CP and the National Assembly’s special resolutions, which allow the application of advanced technical standards, to optimise project design and management. In addition, special mechanisms on investment and land acquisition under the resolutions on the development of the Southern Key Economic Region are expected to facilitate accelerated investment preparation under the public-private partnership (PPP) model and contributing to enhanced logistics capacity and regional economic growth.
