Vietnam’s Prime Minister Discusses Nuclear Energy Cooperation with Russia’s Rosatom

           

            On 11 December 2025, Vietnamese Prime Minister, Mr. Pham Minh Chinh, held a telephone conversation with Mr. Alexey Likhachev, Director General of Rosatom, a Russian state atomic energy corporation, to discuss cooperation on developing Vietnam’s nuclear energy industry. Rosatom affirmed its commitment to transferring technology and localizing nuclear products for Vietnam; supporting the development of Vietnam’s nuclear science and industry for peaceful purposes and socio-economic development; and partnering with Vietnamese counterparts to build the Ninh Thuan 1 nuclear power plant in Khanh Hoa Province using advanced technology, along with several other projects.

            The Vietnamese Prime Minister requested that Rosatom continues cooperating and providing support for other strategic priority projects, including the Nuclear Science and Technology Research Center; address bottlenecks to facilitate the signing of intergovernmental agreements for project implementation; strengthen human-resource training; and enhance governance and state-management capacity in the nuclear energy sector. He also encouraged Rosatom to cooperate in investment with Vietnamese partners in other key civilian nuclear applications such as nuclear medicine and irradiation services.
