The Nhon Trach 3, connected to the national grid on 5 February 2025, and the Nhon Trach 4, on 27 June 2025, are expected to commence commercial operations by the end of 2025. Developed by PetroVietnam Power (PV Power), Vietnam’s first two LNG-fired power plants represent a total investment of approximately 1.4 billion USD and have a combined installed capacity of 1,624 MW. Upon completion, they are projected to supply 9 to 12 billion kWh of electricity annually, equivalent to roughly 60% of Dong Nai Province’s energy demand, positioning the facilities among the largest LNG-to-power generation complexes in Vietnam.
According to the Dong Nai Department of Industry and Trade, construction progress has reached 99.97%, and all procedures related to land leasing, site preparation, and infrastructure access within the Ong Keo Industrial Park have been completed. Local authorities have directed the communes to accelerate land clearance for the 220-kV transmission line connecting the power plants to the Long Thanh 500-kV substation. Relevant agencies have also been instructed to finalize compensation and resettlement plans and issue land-use right certificates for the remaining households affected by the project.
At the national level, the government has submitted a proposal to the National Assembly’s Standing Committee requesting the promulgation of a resolution on mechanisms and policies to address barriers to renewable energy development for 2026–2030. Notably, the government has also proposed increasing the minimum annual offtake guarantee for LNG-to-power projects to at least 75% of annual output for a period of up to 15 years to enhance investor confidence.
