
On 27 October 2025, at the 47th ASEAN Summit, Vietnamese Prime Minister Pham Minh Chinh met with Russian Deputy Prime Minister Alexey Overchuk to accelerate negotiations towards finalizing the Ninh Thuan nuclear power project.The project has been restarted , after years of suspension, with a planned completion within five years. It will comprised two plants – Ninh Thuan 1 in Phuoc Dinh Commune and Ninh Thuan 2 in Vinh Hai Commune, to be developed by Vietnam Electricity (EVN) and PetroVietnam (PVN) respectively. Vietnam stressed that nuclear energy is a key component of its strategy to ensure energy security, sustain double-digit economic growth, and reach its 2050 net-zero target through a transition to green and renewable energy.
Both sides also agreed to deepen the Vietnam-Russia Comprehensive Strategic Partnership through cooperation in trade (particularly in agriculture and food products), transportation and infrastructure, tourism, education, and science. Russia will expand scholarships in civil nuclear energy and basic sciences for Vietnamese students andopen the Russian market to Vietnamese exports, including through cooperation with the Eurasian Economic Union. Meanwhile, Vietnam requested favorable conditions for the Vietnamese community in Russia, and will facilitate Russian investments and promote bilateral connectivity projects, including railways.The two countries also pledged to enhance people-to-people exchanges and inter-agency coordination to address pending bilateral issues.
