The Quang Ngai Provincial People’s Committee has proposed a comprehensive set of mechanisms and policies to accelerate the establishment of a National Petrochemical and Energy Center in Dung Quat Economic Zone. These proposals include 3 groups of policies under the jurisdiction of the National Assembly, to ensure “distinct and exceptional” mechanisms for investment attraction and project implementation.
1. Financial Policy Group: The first proposed policy stipulates that the central government shall annually provide Quang Ngai with targeted supplementary budget allocations, equivalent to 60-70% of the increased revenues from export and import activities, compared with the estimates assigned by the Prime Minister. The second policy allows investors to advance capital for the construction of technical infrastructure systems, resettlement area infrastructure, and other related facilities both within and beyond the boundaries of the Center. The third policy concerns the provision of counterpart funding support from the central government’s budget.
2. Human Resources Policy Group: Visa exemptions shall be granted to foreign nationals working for enterprises headquartered within the Center, as well as for their accompanying family members. In addition, experts and managers coming to work at the Center would be eligible for 10-year temporary residence cards.
3. Special Investment Incentive Policy Group: The province requests that the Government submit to the National Assembly a list of potential projects in energy and petrochemical refining that would qualify for special investment incentives and support in accordance with Article 20 of the Law on Investment (2020) and Clause 6, Article 20 of Decree No. 31/2021/ND-CP. Such projects would also be eligible for the application of special investment procedures under Article 36a of Law No. 57/2024/QH151.
Quang Ngai has also proposed policies under the authority of the Government and Prime Minister: Two special policies relate to the development of technical infrastructure (including transportation systems, dedicated seaports, electricity and water supply, etc.) as well as the establishment of a Research and Development (R&D) center to support the long-term growth of the National Petrochemical and Energy Center.
The establishment of the Center has been discussed extensively as the main driver to the vital development of key industries, as well as the development of dynamic economic zones of the Quang Ngai Provincial Planning for the period 2021-2030, with a vision to 2050. In addition, the Center also closely follows the National Energy Master Plan for the 2021-2030 period, with a vision to 2050, especially in the development of the oil and gas processing sector, affirming the important role of the Center in ensuring national energy security and optimizing the energy industry value chain.
