Proposal for the establishment of the Ocean Technology Research Center in Khanh Hoa

            On 1 October 2025, the People’s Committee of Khanh Hoa Province, in collaboration with the University of Economics Ho Chi Minh City, organized the seminar “Future of the Ocean 2025: Smart Technology and Sustainable Coastal Life”. During this event, Assoc. Prof. Dr. Trinh Tu Anh, Director of the Institute of Smart Urban Management (ISCM), presented a proposal to establish the National Research Center for Ocean Technology in Khanh Hoa.

            The choice of Khanh Hoa is based not only on its natural advantages as Vietnam’s longest coastline (385 km), two major bays (Van Phong and Cam Ranh), and rich ecosystems of coral reefs and mangrove forests, but also on the province’s strategic vision to position ocean technology as a key industry. This includes applying advanced technologies to aquaculture, resource exploitation, and marine conservation.

            The proposed Center will conduct research and promote sustainable use of marine resources across multiple areas, including: (1) biological resources, (2) materials, (3) energy, (4) transportation support, (5) ports, (6) tourism, (7) renewable resources, (8) research activities, (9) submarine cables, (10) pipelines, (11) desalination, (12) solid waste treatment, (13) marine debris, and (14) areas related to life support and resource circulation.

            To achieve this, the Center will prioritize research in seven major groups of ocean technology, namely: (1) robotics, (2) ocean monitoring technologies, (3) data management and analysis, (4) ocean modeling, (5) renewable energy technologies, |(6) marine biotechnology, and (7) ocean and coastal conservation.

            The National Research Center for Ocean Technology is currently under review and will be submitted to the Central Government for approval in the near future. This strategic project is expected to advance Vietnam’s research frontiers in ocean technology, promote innovation and commercialization, test new investment mechanisms for scientific research, and establish an integrated ocean technology ecosystem aligned with marine economic development in Khanh Hoa and other coastal provinces.
