On 15 October 2025, at the final session of the First Congress of the Ho Chi Minh City Party Committee for the 2025-2030 term, Mr. Lam Dinh Thang, Director of the Ho Chi Minh City Department of Science and Technology, announced several key development targets for the next five years, namely:
(1) Total Factor Productivity (TFP) of 60 percent or more;
(2) Digital economy accounts for 30-40 percent of the Gross Regional Domestic Products (GRDP);
(3) Ranks among the world’s top 100 most dynamic cities in terms of startup ecosystem to become a world-class innovation hub by 2030;
(4) Establishes at least 5 internationally accredited research centers.
To achieve these ambitions, the city will prioritize 3 strategic actions:
(1) Policy reform and investment attraction in strategic sectors. As part of this effort, the city will facilitate UAE-based G42 Group’s plan to invest close to 2 billion USD in an AI mega data center. High-tech zones and pilot areas for emerging technologies will also be expanded under special mechanisms.
(2) Development of key technology sectors, namely Artificial Intelligence (AI), semiconductors, robotics, blockchain, and biomedical technologies. A new startup fund model will be introduced to attract capital from venture capital firms.
(3) Advancement of digital governance and human resources, through digital infrastructure development and data-driven urban management. The city will also strengthen digital skills to maintain its leadership in the science and technology sector.
Moving forward, the city will implement a “Four-Sector Model” (Academic Institutions – the State – Businesses – Investment Funds/Banks), alongside efforts to promote technology diplomacy and attract international experts.
