
Within the framework of the Ho Chi Minh City-U.S. Autumn Forum 2025, the Ho Chi Minh City People’s Committee officially announced the implementation plan for the Memorandum of Understanding (MOU) with AMD Group, on human resource training and the establishment of a Research & Development (R&D) center. In collaboration with SunEdu, a specialist in international electronics and semiconductor training, AMD has organized multiple programs on semiconductors, Artificial Intelligence (AI), and high-performance computing (HPC) for engineers, lecturers, and public officials. The company has selected SunEdu’s Electronics and Semiconductor Center (ESC) at Saigon High-Tech Park (SHTP) as the location for its first R&D center in Vietnam.
In parallel, AMD is collaborating with city authorities to expand commercial cooperation and introduce advanced solutions, particularly AI-integrated systems, open computing infrastructure, and next-generation data centers, to support digital governance, smart education, and high-tech industries. These initiatives aim to develop Ho Chi Minh City into a regional hub for high technology and reinforce Vietnam’s role as a key link in the global semiconductor value chain.
At the same Forum, SHTP also signed strategic cooperation agreements with many US technology giants in the fields of semiconductor, AI and data centers, including an MOU with Intel to donate used packaging and testing equipment to SHTP for training and research purposes, and a Project Development Cooperation Agreement (PDCA) with Evolution Data Centres Group to establish a hyperscale data center campus[1] with a total investment of 500 million USD. Additionally, SHTP also granted the amended investment registration certificate to TJ Aerospace Vietnam, which will expand its operations into precision mechanical parts and semiconductor components.
