Ho Chi Minh City Aims to Master Core Technologies in the Semiconductor Industry

On 30 October 2025, the Management Board of the Sai Gon High-Tech Park (SHTP) organized the 2025 International Conference and Exhibition on Semiconductor Products and Materials, a part of Ho Chi Minh City (HCMC)’s Semiconductor Industry Development Program for 2025-2030. The initiative aims to build a sustainable national semiconductor ecosystem by linking research, business, and human resources development.

HCMC has positioned itself as a pioneer in this strategic sector, focusing on four key pillars, namely:

            (1) Developing high-quality human resources as a decisive factor for competitiveness. SHTP is strengthening partnerships with universities, research institutes and global enterprises to implement comprehensive training programs from undergraduate to postgraduate levels, integrating hands-on practice and on-the-job training. SHTP is also establishing an internship and career transition network for students in the field of semiconductor, creating opportunities for young talent to engage in applied research and technology startups. By 2030, the city aims to train approximately 9,000 engineers and upskill 1,500 specialists.

            (2) Completing the semiconductor ecosystem by promoting supporting industries and materials within the High-Tech Park and the Concentrated Digital Technology Zone to attract projects in chip design, packaging, and testing, while fostering domestic enterprises.

            (3) Enhancing Research and Development (R&D) capacity to master core technologies. The city prioritizes applied research in next-generation semiconductor materials, advanced packaging, and green manufacturing. This includes investments in SHTP R&D Center (SHTP Labs) and shared facilities to foster collaboration among researchers and businesses in developing and testing new materials and designs, and promote studies on strategic minerals and rare earths to localize material supplies.

            (4) Improving institutional frameworks and introducing incentive policies to attract and support investors in the semiconductor sector.
