เวียดนามกำลังเติบโตและขึ้นนำประเทศในภูมิภาคเอเชียในการพัฒนาพลังงานแสงอาทิตย์ เพื่อรับมือกับการเปลี่ยนแปลงของสภาพภูมิอากาศและกลายเป็นประเทศที่มีการติดตั้งแผงพลังงานแสงอาทิตย์เป็นลำดับที่ 7 ของโลก

ตั้งแต่ปี 2560 การพัฒนาพลังงานทดแทนได้รับความสนใจอย่างมาก กำลังการผลิตพลังงานแสงอาทิตย์เพิ่มจาก 0 เป็น 16 GW ภายในระยะเวลาเพียง 3 ปี เนื่องจากเป็นแหล่งพลังงานที่มีความคุ้มค่า (cost-effective) ผลิตและติดตั้งได้รวดเร็ว ซึ่งได้รับการสนับสนุนจากรัฐบาลเวียดนามด้านการลงทุน อีกทั้งภาคเอกชนเวียดนามก็มองว่า พลังงานแสงอาทิตย์จะเป็นแหล่งพลังงานที่สำคัญในอนาคตต่อไป

การพัฒนาพลังงานทดแทนและการเลือกพัฒนาพลังงานแสงอาทิตย์มีปัจจัยจากการเติบโตทางเศรษฐกิจอย่างรวดเร็วและความต้องการพลังงานที่เพิ่มสูงขึ้นอย่างมาก การดำเนินการตามพันธกรณีภายใต้ความตกลงปารีส (Paris Agreement) ซึ่งส่งผลให้เวียดนามต้องปรับโครงสร้างพลังงานของประเทศไปสู่พลังงานทดแทน การปฏิรูปการลงทุนด้านพลังงานให้เป็นมิตรกับสิ่งแวดล้อมและลดการพึ่งพาแหล่งพลังงานที่นำเข้าจากต่างประเทศ อาทิ ถ่านหิน ก๊าซธรรมชาติ เป็นต้น รวมถึงการส่งเสริมกระบวนการผลิตที่ให้ความสำคัญกับสิ่งแวดล้อมและการส่งเสริมผลิตภัณฑ์สีเขียวโดยบรรษัทต่างชาติเพื่อดำเนินการตามเป้าหมายการพัฒนาที่ยั่งยืน  

อย่างไรก็ดี เวียดนามยังคงมีความท้าทายในการพัฒนาพลังงานทดแทนในประเทศ โดยเฉพาะโครงสร้างพื้นฐานด้านพลังงานและสายส่งที่ล้าสมัย ปัญหาเรื่องการจัดเก็บไฟฟ้าที่ได้จากพลังงานแสงอาทิตย์ ความไม่แน่นอนของตลาดภายในประเทศในระหว่างที่มีการปรับเปลี่ยนนโยบายด้านพลังงาน ผู้เชี่ยวชาญด้านพลังงานระบุว่า หัวใจสำคัญของความสำเร็จในการพัฒนาพลังงานทดแทน คือ การมีนโยบายที่ชัดเจน มีเสถียรภาพ และการกำหนดแผนระยะยาว ซึ่งในขณะนี้ ยังคงมีความไม่แน่นอนอยู่

Vietnam turns to solar for renewable energy source

Vietnam is emerging as a solar power champion as countries in Asia race to fight climate change. The country ranks seventh in the world in terms of installed solar power capacity, but its renewable energy plan is not without challenges.

• In 2017, renewable energy in Vietnam started booming, it has jumped from 0 to 16 GW from 2017 to now. 
• This renewable energy is booming in Vietnam, due to:

– Vietnam’s explosive rate of growth. This rapid growth is driving up energy consumption at a rapid rate so that Vietnam has to take advantage of many electricity sources for economic development. Vietnam has kicked off an energy restructuring effort to ensure that the power demand will rise sustainably and fairly.

– Vietnam is under the Paris Agreement, the shifting of renewable energy is reflected Vietnam’s commitment;

– Vietnam’s increasing reliance on energy imports: importing coal and natural gas is driving up the cost of production, it’s part of a much larger effort to push through market reforms to make Vietnam more investment-friendly; Renewable energy is cheaper and is quick to build. 

– Many foreign enterprises conduct business such as Nike, Samsung,… which are increasingly approaching green products, green production;

– Vietnam’s policy is eager to expand the role of private capital as a driver of growth, and it knows that to do so it must push through reforms in critical sectors historically dominated by state-owned companies.

However, renewable energy remains unsustained, the key to wider adaptation of renewable energy is clear, stable, and long-term policy, but that remains unsustained, at least for now.
