Vinh Long Announces Adjustments to the Provincial Master Plan for 2021-2030, with Vision to 2050 Toward a Green Economic Center and New Growth Driver of the Mekong Delta

On 20 March 2026, the People’s Committee of Vinh Long Province held a conference to officially announce the adjusted provincial Master Plan for the 20212030 period, with a vision to 2050. The plan sets out a strategic orientation to transform Vinh Long into a green economic center and a new growth driver of the Mekong Delta region.

According to the plan, Vinh Long has identified three key development pillars: (1) ecological agriculture with emphasis on applying high technology to increase added value; (2) processing industries and clean industries linked to renewable energy; and (3) services, logistics, urban development, and the riverine economy. In parallel, the province will promote three strategic breakthroughs: (1) infrastructure development as a foundation for growth; (2) institutional reform towards transparency, efficiency, and investment facilitation; and (3) human resources development to meet new economic demands and ensure sustainability.

By 2030, Vinh Long targets an average GRDP growth rate of 10% per year. The economic structure is expected to shift toward modernization, with agriculture accounting for 23.86%, industry and construction 34.66%, services 37.33%, and taxes 4.15%. GRDP per capita is projected to reach 169.46 million VND per year. Total social investment for the 20262030 period is estimated at approximately 480 trillion VND.

Key sectoral orientations:

(1) Industry and Energy: The province will prioritize modern, green, and high-tech industries, including agro- and seafood processing, energy, mechanical engineering, and supporting industries. It plans to establish large-scale industrial parks and clusters (over 10,000 hectares), while promoting renewable energy (wind, solar, waste-to-energy) with a total capacity of several thousand megawatts. Particularly, the Dinh An Economic Zone (39,020 hectares) will serve as a central hub for industry, logistics, and energy at both provincial and regional levels.

(2) Agriculture: The province will transition toward a modern and sustainable model, prioritizing specialized zones for fruit cultivation and ornamental plants, as well as high-tech aquaculture. These sectors will be integrated with tourism development to enhance value creation.

(3) Urban Development: By 2030, the province is expected to have 45 urban areas. Towards 2050, these will be upgraded and interconnected, forming an integrated urban network linked with major regional centers such as Ho Chi Minh City and Can Tho City.

(4) Infrastructure: The province will develop synchronized infrastructure, including expressways, national highways, and coastal roads, to strengthen regional and national connectivity. Inland waterway network, comprising 65 rivers and canals with a total length of 638.51 km, will be upgraded to leverage water transport advantages.

Social Development and Digital Transformation:

(1) Quality of Life: By 2030, the population is projected to reach 3.48 million, with life expectancy increased to 75.5 years. The proportion of skill labour will exceed 60%; and health insurance coverage will surpass 95%. The province will also promote cultural preservation and social well-being.

(2) Innovation: Vinh Long plans to establish a Mekong Delta Regional Innovation and Digital Transformation Center, along with laboratories, data centers, and startup incubator networks. It will promote the digital economy and smart governance through projects such as agri-logistics integrated with digital technology, climate change research centers, and open data systems.

By 2050, the province aims to become a dynamic and modern province characterized by smart, ecological urban systems and strong climate resilience. The province will promote green and circular economy models, efficient resource use, and emissions reduction, in line with global sustainable development trends.

BIC Ho Chi Minh City views that the adjusted Master Plan reflects Vinh Long’s ambition to reposition itself within the Mekong Delta as a green growth and logistics-linked production base, particularly through agro-processing, renewable energy, and river-based connectivity. Accordingly, foreign investors, including those from Thailand, may find strong complementarities with Vinh Long’s sectoral priorities, which align closely with Thailand’s existing strengths, as well as explore opportunities in emerging supply chains in the Mekong Delta, particularly as Vietnam continues to deepen regional economic integration and upgrade its value-added production capacity.
