
The Da Nang City People’s Committee has submitted a draft Resolution to the Da Nang City People’s Council on the utilization of revenue generated from carbon credit transactions. The framework aims to strategically finance city programs and projects, with a focus on climate change response and the development of green, digital, and circular economies.
The Resolution establishes clear guidelinesfor the management and use of funds derived from selling emission reduction certificates (carbon credits) produced by municipal funded projects, under the special financial mechanism approved by the National Assembly for Da Nang.
According to the draft,100% of the revenue from carbon credit transactions will be allocated exclusively to the following activities:
(1) Implementing priority programs, projects, and tasks for climate change response, as approved by the Da Nang City People’s Council or Committee in annual or phase-based plans.
(2) Funding, research, transfer, and application of green and clean technologies aimed at reducing greenhouse gas emissions and enhancing resource and energy efficiency across the city.
(3) Organizing education, training, and communication programs to raise awareness among the community, businesses, and state management agencies regarding climate change mitigation and the transition to green, digital, and circular economies.
(4) Implementing strategic schemes and models for green, digital, and circular economic development that effectively integrate emission reduction goals, resource efficiency, and climate change adaptation.
