CT Group Launches ASEAN’s Largest Low Altitude Economy in Ho Chi Minh City

           

            On 29 December 2025, CT Group, one of Vietnam’s leading technology and innovation conglomerates, announced an investment project to develop a Low Altitude Economy (LAE) center near Tan Son Nhat International Airport and Metro Line No. 2 in Ho Chi Minh City. The project, with a total investment of approximately 228 million USD and a gross floor area of around 500,000 square meters, was presented as the largest of its kind in ASEAN. In parallel, the Group also unveiled plans to invest in a 400-hectare unmanned aerial vehicle (UAV) integrated complex in Tay Ninh Province. The project will be implemented in cooperation with the Tay Ninh Provincial People’s Committee, focusing on digital data development, innovation ecosystem building, UAV ecosystem development, green economy promotion, and carbon credit initiatives.

            The LAE refers to an ecosystem of activities operating in airspace below 1,000 meters, extendable to up to 3,000 meters depending on local regulations, aimed at developing business and service applications based on UAV/drone technologies, including delivery services, precision agriculture, and search and rescue operations. The LAE center is designed under a Living Lab model (open innovation testbed) and comprises a global command center connected to digital infrastructure, a cybersecurity center, and supporting facilities. Additional components include research, artificial intelligence, and prototyping centers, featuring laboratory clusters, Artificial Intelligence (AI) training facilities, and a rapid prototyping factory equipped with advanced industrial 3D printing systems capable of transforming ideas into products within 24 hours.

            According to Mr. Tran Kim Chung, Chairman of CT Group, the Group’s UAVs can tow heavy loads across mountainous terrain and maintain self-balance upon impact with obstacles, making them suitable for transporting agricultural products and construction materials in remote areas. In addition, fleets of UAVs can be rapidly deployed within minutes of a fire alert in narrow alleys inaccessible to fire engines, with each UAV assigned specific tasks such as firefighting or rescue. The Group is also developing UAVs capable of deploying fishing nets.

            Regarding the potential of the LAE, Mr. Ngo Dien Hy, Deputy CEO of Vietnam Posts and Telecommunications Group (VNPT), noted that LAE development and UAV technologies offer wide-ranging applications in logistics as well as in smart cities, digital twins, surveying, and mapping. To quickly catch up with countries such as the United Kingdom (UK) and the European Union (EU), Vietnam needs to establish regulatory sandbox mechanisms for UAVs, including permitting area-based UAV testing within designated airspace.
