
At a press conference on 23 October 2025, the Ho Chi Minh City Department of Tourism announced plans to invest in three international passenger ports in the old Vung Tau area and Khanh Hoi during 2026-2030 to promote cruise tourism and attract more international visitors. In addition, the Department of Construction has submitted a pre-feasibility study of the Vung Tau International Cruise Port project to the Ho Chi Minh City People’s Committee for approval.
The Cai Mep-Thi Vai area currently serves primarily as a cargo port and lacks dedicated facilities for passenger services. Until June 2026, the Department of Tourism will coordinate with the Cai Mep–Thi Vai Port Management Board to prepare paperwork and implement a pilot plan for receiving international cruise ships. The Department is also considering integrating passenger service functions into existing ports beyond the pilot phase.
The Ministry of Construction has previously approved the proposal to continue allowing international cruise ships at selected ports in the Cai Mep-Thi Vai area until 30 June 2026, as well as to facilitate infrastructure preparation and coordinate investment planning toward stable international cruise operations beyond 2026.
