
On 26 December 2025, Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City (HCMC) People’s Committee, signed Decision No. 3321/QD-UBND on the delegation of investment decision-making authority for public investment projects under the Chairman’s jurisdiction, with an aim to streamline administrative procedures, shorten processing times, and accelerate the state budget disbursement.
Under the Decision, chairpersons of wards, communes, and special administrative units are authorized to approve Group C public investment projects with construction components, for which the local authority acts as project owner, with a total investment of below approximately 9.1 million USD. In addition, directors of relevant Departments of the City are delegated authority to decide on Group B and Group C projects within their respective sectors, including:
(1) Department of Construction: projects with construction components, including urban areas, housing developments, technical infrastructure, and urban transport;
(2) Department of Industry and Trade: industrial and commercial projects;
(3) Department of Agriculture and Environment: agriculture, environment, irrigation, disaster prevention and control, compensation, resettlement, and site clearance projects;
(4) Department of Health: healthcare, population, and facilities for elderly and child care;
(5) Department of Education and Training: education, training, and vocational education projects;
(6) Department of Culture and Sports: culture, sports, and information-communications projects;
(7) Department of Science and Technology: science, technology, telecommunications, postal services, and information technology projects; and
(8) Department of Tourism: tourism development projects.
Heads of the delegated agencies exercise the full rights and responsibilities of an “investment decision-maker”, except for approving the final settlement of completed projects financed by the city budget. The delegated authority may not be further transferred to any other agency, organization, or individual. This delegation is effective from the date the decision takes effect through 31 December 2026.
