The Ring Road No. 4 project, comprising public investment and public-private partnership (PPP) components, spans 207 kilometers with a total investment of over 4.5 billion USD. The route will run through Ho Chi Minh City (HCMC), Dong Nai, and Tay Ninh. Procedures are being expedited to start construction on 2 September 2026, with completion expected in the second quarter of 2028 and full operation later that year.
In its first phase, Ring Road No. 4 will be built with a four-lane expressway cross-section, while land clearance will be undertaken for an eight-lane corridor to reserve space for future expansion. The HCMC People’s Council has also approved the conversion of over 8 hectares of forest land in Tan Uyen Ward for the section from Thu Bien Bridge to the Saigon River.
Once completed, Ring Road No. 4 will form a strategic transport corridor connecting the Southeast, the Mekong Delta, and the Central Highlands, facilitating the efficient movement of goods between industrial zones, urban areas, and seaports. The route will also optimize connectivity with Long Thanh International Airport and major international ports, while generating new development space, increasing land value, and promoting industrial, logistics, and urban growth across the region. Additionally, Ring Road No. 4 will improve access from National Highways 13 and 22 to ports in Tay Ninh and Hiep Phuoc (HCMC), thereby helping to ease congestion in inner-city areas and major gateways that frequently experience traffic bottlenecks.
