On 2 December 2025, the Ho Chi Minh City (HCMC) People’s Committee submitted a proposal to the Standing Committee of the Party Committee of the HCMC People’s Committee regarding the organization of groundbreaking and inauguration ceremonies for key projects to celebrate the 14th National Party Congress.
The first group of projects comprise major infrastructure works, including:
(1) the Youth Cultural House in Saigon Ward;
(2) the upgrade and expansion of the Hoi Bai–Phuoc Tan Road (DT992) from National Highway 51 to the Bien Hoa–Vung Tau Expressway;
(3) the groundbreaking of Ring Road No. 2, covering the sections from Phu Huu Bridge to Vo Nguyen Giap Street and from Vo Nguyen Giap Street to Pham Van Dong Street;
(4) Phase 1 of the HCMC–Moc Bai Expressway, including Component 2 with a 19.6-km local service road in HCMC and a 23.4-km section in Tay Ninh, along with 16 bridges and 10 underpasses;
(5) the technical completion of the 30.5-km inner-city section of Ring Road No. 3;
(6) the Nguyen Khoai Road and Bridge project; and
(7) Metro Line No. 2 (Ben Thanh–Tham Luong).
The second group of projects focus on healthcare and education, namely:
(1) the second facility of the 115 Emergency Center in Binh Chanh Commune;
(2) the HCMC Laboratory Calibration Center in Binh Chanh Commune;
(3) Phase 2 of Nhan Ai Hospital upgrade;
(4) Nguyen Trai Hospital upgrade, with more than 6 million USD invested in surgical equipment;
(5) a new Tropical Disease Specialized Center in the Children’s Hospital No. 1; and
(6) Tran Van Giau High School upgrade.
The last group of projects include (1) Thanh Loc Park in An Phu Dong Ward and (2) Kenh Ngang Bridge No. 1 in Binh Dong and Phu Dinh Wards.
