
At the 2025 Investment Legal Support Forum, experts emphasized that industrial-park infrastructure, including technical and social facilities, green industrial zones, and integrated industrial-urban-service models, is fundamental to attracting high-quality foreign direct investment (FDI) and strengthening long-term competitiveness. However, developers and manufacturers continue to face challenges in land access, protracted legal and administrative procedures, slow site clearance, limited suitable land reserves, and inadequate logistics infrastructure. These constraints reduce the attractiveness of industrial real estate and heighten the risk of disputes. Experts recommended that investors conduct thorough legal due diligence, standardize contracts, and consider legal risk insurance, while calling for a more transparent regulatory framework and stronger inter-agency coordination.
For the 2025–2030 period, Ho Chi Minh City (HCMC) plans to maintain its existing industrial parks but transition toward high-technology and environmentally friendly models, while encouraging enterprises to upgrade technology and expand green production. The HCMC Investment and Trade Promotion Centre (ITPC) noted that an extensive set of new regulations on land, investment, social housing, industrial-park development, and green transition has increased the need for clear implementation guidance. The Forum thus serves as a platform for regulators, investors, and legal experts to exchange insights and promote a safer, more transparent, and predictable investment environment. At the event, the Vietnam International Arbitration Centre (VIAC) and the Australian Chamber of Commerce in Vietnam signed a cooperation agreement to strengthen information sharing and support businesses, particularly in legal compliance, dispute prevention, and resolution.
