Ho Chi Minh City’s Real Estate Market Amid Rising Prices and Shifting Demand

           

            Ho Chi Minh City’s (HCMC) real estate market is experiencing rapid growth and establishing a new price ceiling, particularly in the central area, prompting a shift in end-user demand toward surrounding localities. Between 2015 and 2025, central property prices rose sharply across all segments, of which condominium prices alone tripled due to limited supply and strong demand. Although accounting for less than one-third of total supply, central-area condominiums attracted nearly half of overall market interest. The high-end and luxury segments continue to drive price escalation, increasing by 10-30% annually and reaching levels far beyond the affordability of most households.

            Rising prices for houses have pushed buyers toward condominiums and suburban areas, with end-user purchases rising to 64%in the first half of 2025. Primary condominium prices grew by approximately 8%, while secondary prices rose 520% in districts with improving infrastructure. Satellite areas such as Binh Duong, Di An, and Thuan An have become viable options for end-users due to more accessible pricing. Prices are expected to continue rising in late 2025, supported by market confidence and major infrastructure projects, although constrained supply remains a key challenge.

            Regarding the Vietnamese Government’s proposal to pilot a Real Estate Transaction Center, the HCMC Real Estate Association (HoREA) maintains that the model is unnecessary at this stage, as it would expand administrative apparatus, duplicate functions of existing agencies, and may not deliver benefits commensurate with its costs. Instead, HoREA recommends strengthening disclosure obligations for developers, requiring full and accurate project information to be published on platforms managed by the Ministry of Construction, provincial authorities, and corporate websites, with strict sanctions for non-compliance. The Association also urges the Government to accelerate amendments to the Law on Real Estate Business and related regulations, expected to be submitted to the National Assembly in 2026, to enhance transparency and better protect homebuyers.
