Following Vietnam’s broader administrative restructuring, Ho Chi Minh City is stepping up plans to reorganize its higher education system. Over 30 universities and colleges are expected to undergo merger or restructuring, while all intermediate-level vocational schools will be phased out to form a college-based vocational education system. The proposal aims to streamline governance and enhance institutional efficiency.

            Proposed mergers include:

            (1) Binh Duong Medical College and Ba Ria – Vung Tau Medical College will merge to form HCMC Medical College,

            (2) HCMC Vocational College, Hung Vuong Technical and Technology Intermediate School, and Quang Trung Vocational Intermediate School will combine to become HCMC Vocational College,

            (3) HCMC College of Economics and Binh Duong Intermediate School of Economics will merge to form HCMC College of Economics,

            (4) HCMC College of Economics and Technology, Tran Dai Nghia Intermediate School, and District 12 Intermediate School of Economics and Technology will consolidate into Tran Dai Nghia College,

            (5) Southern Saigon Polytechnic College, Nhan Dao Vocational Intermediate School, and Binh Thanh Vocational Intermediate School will merge to form Southern Saigon Polytechnic College,

            (6) Nguyen Truong To Technical College, HCMC Polytechnic Intermediate School, and Cu Chi Vocational Intermediate School will merge to form Nguyen Truong To College,

            (7) Thu Duc College of Economics and Technology and East Saigon Vocational Intermediate School will merge to form HCMC Advanced Technical College,

            (8) Ly Tu Trong College – HCMC and the Information and Communication Intermediate School will consolidate into Ly Tu Trong College – HCMC,

            (9) HCMC College of Transport, the Binh Duong Vocational Education and Driver Testing Center, and Ba Ria – Vung Tau Transport Intermediate School will merge to form HCMC College of Transport,

            (10) Thu Thiem College – HCMC, Nguyen Huu Canh Intermediate School of Economics and Technology, and Ton Duc Thang Technical and Professional Vocational Intermediate School will combine to become Nguyen Huu Canh College,

            (11) HCMC College of Culture and Arts and the Binh Duong Intermediate School of Fine Arts and Culture will merge to form HCMC College of Culture and Arts, and

            (12) HCMC Agricultural Technical Intermediate School, the Intermediate School of Agriculture and Forestry, and the Center for High-tech Agricultural Vocational Training will merge to form HCMC College of High-tech Agriculture.

            In addition, Saigontourist College of Tourism and Hospitality, will also be upgraded from the Saigontourist Tourism and Hospitality Intermediate School.
